Delivering Operational Impact Through Technical Assistance: A Case Study with JIGIYA

CEI Africa recently completed a tailored Technical Assistance project to strengthen the IT systems for JIGIYA (formerly AGT Mali). The initiative focused on improving internal processes, data management, and operational oversight across the organization.  

Following implementation, the upgraded systems are now used by 81 JIGIYA staff members across sales, accounting, and technical operations, significantly improving coordination and access to real-time data across departments. 

In addition, the introduction of remote diagnostics is expected to significantly reduce operating costs. Logistics and travel expenses typically a major share of O&M costs can be reduced by up to 19%, while labor costs may decrease by as much as 46%, as engineers are able to monitor and manage multiple sites remotely. 

Operation costs were higher before the rollout of these systems, and JIGIYA is already observing early returns on these investments and anticipates an overall reduction in O&M costs of over 60%, resulting in substantial long-term savings and improved operational efficiency. 

 The key outcomes:  

  • Operational Efficiency: Significant improvements in monitoring and data-driven decision-making across villages, including better tracking of inactive customers. 
  • Financial Impact: These operational gains have contributed to increased revenue and strengthened planning capabilities. 
  • Access to Finance: Although the TA did not immediately unlock new financing, it improved core systems and data quality, supporting stronger financial readiness and positioning the company for future funding opportunities. 

Implementation and feedback 

In addition to operational outcomes, JIGIYA provided positive feedback on the delivery of the project: 

  • Performance: CEI Africa’s team was rated as excellent for their responsive and supportive communication. 
  • Procurement: The procurement process was highlighted as particularly valuable, especially given the company’s limited prior experience with such procedures. 
  • Consultancy: The consultant’s technical expertise and strong understanding of the company’s needs were highly valued, bolstered by a long-standing working relationship. 
  • Sustainability: JIGIYA confirmed they are well-equipped to sustain these improvements and did not suggest any specific areas for program improvement. 

Looking ahead 

While the TA intervention successfully drove significant operational impact, there is clear potential to further refine administrative workflows and strengthen financial linkage outcomes moving forward.
